There's always waxing. If you find a licensed esthetician willing to do this for you, be sure you book regularly every 3 weeks without fail. Eventually your hair will thin, though this will take a while. In the meantime, your skin will be very smooth from the waxing.

Electrolysis is also an option. Be aware, though, that it is very costly and you will need to go back for repeat visits.
