First, the story that shaving makes hair grow back thicker is just that -- a story. The hair thickness or texture is determined by genetics and, at certain ages, by hormones. What you shave off is what will grow back. If growth appears different as years to by, it is due to hormonal changes. Shaving merely cuts hair off at skin level -- it doesn't affect the root.

This may not be an option for you at this point in time, but regular depilatory waxing will eventually discourage hair regrowth. Because waxing literally pulls hair out by the roots, some or all follicles eventually "die." Waxing also makes legs smooth because it exfoliates. The downside of waxing is that: 1) you need to do it every 3 weeks and 2) you must have 1/4" of regrowth before wax will "grab" hair enough to pull it off. It's not terribly painful. A skilled esthetician can make the experience very easy and fast.

As for shaving, top leg models often choose the old-fashioned method of shaving, because they don't have to deal with regrowth between waxings. Many of them shave every day or every other day. If you do this, you will need to take great care to moisturize regularly. A lotion that contains AHAs is ideal for smooth legs.

You can also exfoliate daily in the shower with nylon shower gloves (my favorite tool)... keeps skin smooth.
