Don't try mechanical exfoliation (scrubbing). Instead, use a gentle exfoliant cleanser (like SalAc, available in drug stores, a 2% salicylic acid cleanser, very gentle and effective).
There is also a product called TendSkin, which is specifically for problems like this. The active ingredient there is salicylic acid as well.
